कंप्यूटर और भारत:

कंप्यूटर (Computer) इस शताब्दी की सर्वोत्तम देन है। कंप्यूटर एक ऐसी एलेक्ट्रोनिक युक्ति (Device) है जो किसी डेटा सूचना को अर्थपूर्ण सूचना में परिवर्तित कर देती है । कंप्यूटर के आविष्कार का श्रेय फ्रांस के वैज्ञानिक ब्लेस पास्कल को दिया जा सकता है जिसने सन् 1682 में जोड़ने-घटाने के लिए एक गणना यंत्र बनाया था । अमरीकी वैज्ञानिक डॉ. हर्मन हॉलरिक कार्डों ने छेद करके गणना करने की पद्धति को विकसित किया । यही पद्धति आगे जाकर कंप्यूटर के रूप में विकसित हुई जिसे आज के मानव मस्तिष्क का दर्जा मिल चुका है।

कंप्यूटर में स्मृति और गणना दोनों ही क्रियाएँ होती हैं । इसके आधार पर न केवल बहुत-सी क्रियाएँ की जा सकती हैं जो मानव मस्तिष्क के द्वारा ही संभव हैं बल्कि की गई क्रियाओं को स्मृति में भी रखा जा सकता है तथा उनका जब चाहे तब प्रयोग किया जा सकता है । कंप्यूटर ने मानव मस्तिष्क की मदद करने का काम किया है, इसलिए यह विज्ञान की सबसे महत्वपूर्ण क्रांति है । जिस प्रकार औद्योगिक क्रांति ने संपूर्ण विश्व के जीवन को प्रभावित किया है उसी प्रकार कंप्यूटर ने विश्व समाज के प्रत्येक क्षेत्र को इतना अधिक प्रभावित किया है कि इसे विज्ञान की दूसरी क्रांति कहा जा सकता है।

कंप्यूटर के विविध उपयोग:

आधुनिक काल में उद्योग तथा व्यापार, दूरसंचार, मौसम विज्ञान, युद्ध तकनीक आदि ने कंप्यूटर में महत्वपूर्ण भूमिका निभाई है। कंप्यूटर घर में पत्र लिखने तथा बच्चों के लिए खिलौने बनाने से लेकर परमाणु विस्फोटों तक के अत्यन्त संवेदनशील कार्यों में प्रयोग में लिया जा रहा है । प्रयोग की दृष्टि से कंप्यूटर दो प्रकार के हैं, एक वे जिनका प्रयोग अंतरिक्ष कार्यक्रम, मौसम विज्ञान, इलेक्ट्रोनिक युद्ध प्रणाली, परमाणु विस्फोट, रेलगाड़ियों का संचालन, प्रयोगशाला, अनुसंधान, चिकित्सा आदि महत्वपूर्ण कार्यों में किया जाता है। दूसरा प्रयोग बैंकों, विश्वविद्यालयों, छोटी प्रयोगशालाओं, दुकानों, रेलवे, बस, वायुयान आदि के आरक्षण में किया जाता है । कंप्यूटर से आजकल चित्रकला और छपाई का कार्य भी लिया जाता है। इसके माध्यम से ग्राफ़, चित्र आदि का सहजता एवं सुन्दरता से निर्माण किया जा सकता है। कंप्यूटर द्वारा खेले जानेवाले विडियोगेम आज बच्चों को लेकर बड़ों तक का मन मोह रहे हैं।

 रोगों का पता लगाने तथा उनका उपचार करने के लिए टोमोग्राफ़ एक उपयुक्त यंत्र है। उपभोक्ता वस्तुओं के डिज़ाइन तैयार करने में भी कंप्यूटर उपयोगी है। यह विधि कंप्यूटर ग्राफ़िक्स कहलाती है, जिसमें किसी वस्तु का तीन आयामी रेखाचित्र तैयार किया जाता है। मौसम की जानकारी देने तथा समुद्रतटीय क्षेत्रों में नाविकों एवं मछुआरों आदि का ख़राब मौसम की भी जानकारी कंप्यूटरों द्वारा प्रदान की जा सकती है। विमानघाती निर्देशक कंप्यूटर का प्रयोग सेना के संचालन, मिसाइल मार्गदर्शन और विमानथाती तोप नियंत्रण के लिए किया जाता है। अब कप्यूटर द्वारा परमाणु बमों का विस्फोट किया जा सकता है । आंकिक कंप्यूटरों का गणित के कार्यों में उपयोग किया जाता है।

कंप्यूटर का तकनीकी पक्ष:

कंप्यूटर (Computer) को काम में लेने के लिए 3 बुनियादी बातों की आवश्यकता होती है । एक, कंप्यूटर को सूचना या आँकड़े पहले दिये जाते हैं जो निवेश (Input) कहलाता है। दूसरा, कंप्यूटर में भरे आँकड़ों को व्यवस्थित ढंग से नियोजित कर हल करने की प्रक्रिया प्रोसेसिंग कहलाती है । तीसरा, प्रश्नों, सूचनाओं आदि का हल विस्तृत रूप से प्राप्त होता है उसे आउटपुट (Output) कहा जाता है । कंप्यूटर में सबसे छोटी मौलिक इकाई को बिट्स (Bits) कहते हैं। यह बाइनरी डिजिट (Binary digit) का संक्षिप्ताक्षर है। कंप्यूटर में बाइनरी संख्या प्रणाली का प्रयोग किया जाता है। इसमें 0 (शून्य) और 1 (एक) इन्हीं दो डिजिटों का प्रयोग किया जाता है। ‘मिप्स’, ‘टेरा फ्लाप’ आदि शब्द कंप्यूटरों की सैकिंड में समस्याओं को हल कर सकने की गति की इकाइयों के नाम हैं । ‘मिप्स’ या ‘मेगा फ्लोप’ दस लाख फ्लेटिंग प्वाइंट ऑपरेशन्स प्रति सैकिंड की गति को कहते हैं । इसके अलावा कंप्यूटर के दो महत्वपूर्ण भाग हैं-प्रथम, स्मरण यंत्र जिसमें सभी प्रकार की सूचनाएँ भरी जाती हैं और जिसके आधार पर कंप्यूटर गणना करता है । द्वितीय, नियंत्रण कक्ष जिससे पता चलता है कि कंप्यूटर अपेक्षित गणना को ठीक कर रहा है या कहीं त्रुटिपूर्ण गणना तो नहीं हो रही है।

ज्ञान के जटिल मुद्दों को सुलझाने में कई तरह की संक्रियताओं तथा काफी अधिक स्मृति की ज़रूरत होती है । कंप्यूटर ऐसी जटिल समस्याओं को हल करने में सहजता से अपना काम करता है। इसलिए आधुनिक जीवन की बढ़ती चुनौतियों को संभालने के लिए कंप्यूटर सबसे उपयुक्त यंत्र है।

कंप्यूटर (Computer) के बारे में एक धारणा यह है कि यह बेरोज़गारी को बढ़ा रहा है। यह सही है कि कंप्यूटर अनेक व्यक्तियों के दिमागों का अकेला ही काम कर लेता है किंतु आधुनिक युग की जटिल होती जा रही व्यवस्था का उत्तर अब कंप्यूटर के अलावा अन्य किसी तकनीक में नहीं रह गया है। कंप्यूटर के द्वारा कार्य की गुणवत्ता में एवं व्यक्ति की कार्यकुशलता में जो वृद्धि होती है वह बिना कंप्यूटर के व्यर्थ ही मानव श्रम का दुरुपयोग करने से संभव नहीं है। इस प्रकार कंप्यूटर आधुनिक जीवन के विकास के मोड़ पर खड़ा प्रतीत होता है। यदि कंप्यूटर न हो तो तीव्र गति से एवं स्वच्छता तथा शीघ्रता के साथ कार्य नहीं किया जा सकता । दुनिया के बढ़ते जा रहे ज्ञान व कौशल को कंप्यूटर ही झेल सकता है तथा विश्व को अपेक्षित गति दे सकता है । उदाहरण के तौर पर पूरे देश में चल रही रेलगाड़ियों में, वायुयान सेवा में आरक्षण की क्या स्थिति है। इसकी जानकारी इतनी अधिक जटिल है कि यह कंप्यूटर को छोड़कर अन्य किसी तकनीक से प्राप्त नहीं की जा सकती । इस प्रकार कंप्यूटर मानव मस्तिष्क का साथी है तथा भावी विकास की कुंजी है।

भारत में कंप्यूटर का निर्माण और उपयोग:

कंप्यूटर अब रेल उद्योग से लेकर सेना संचालन तक, विशेष रूप से भारत की विशाल जनसंख्या के विकास को व्यवस्थित करने के काम में उपयोगी सिद्ध हो रहा है। कंप्यूटर को लेकर भारत में एक विशेष समस्या है। एक तो यह तकनीक मूलतः आयातित होने के कारण विदेशी तकनीक पर हमारी निर्भरता बढ़ रही है । दूसरा पक्ष यह है कि कंप्यूटर की खरीद में काफ़ी विदेशी मुद्रा को व्यय करने के लिए हम विवश होते किंतु सबसे अधिक जटिल समस्या उसके समुचित उपयोग को लेकर है। सरकारी संस्थानों में कंप्यूटर खरीद लिए जांते हैं लेकिन ठीक-ठीक देखभाल के अभाव में काम करना बंद कर देते हैं। कंप्यूटर तकनीक में तेजी से हो रहे परिवर्तन के कारण अन्ततः वे कंप्यूटर कुछ ही समय में नई तकनीक के सामने पिछड़ते जाते है और निरर्थक या अव्यावहारिक साबित हो जाते हैं। अर्थात् विकसित देशों में कंप्यूटर के विकास की जो गति है उसके अनुसार भारतीय जीवन, भारत के सरकारी प्रशासन में वह गति नहीं है।
